🚁 PROJECT: CREATION OF THE HIGH-MOUNTAIN HELICOPTER RESCUE COMMISSION

Asociación Socorro Andino Peruano (S.A.P.) – Specialized High-Mountain Rescue Group of Peru.

🏔️ 1. Introduction

The Asociación Socorro Andino Peruano (S.A.P.), a non-profit organization dedicated to search, rescue, and assistance operations in high-altitude environments, proposes the creation of the High-Mountain Helicopter Rescue Commission. The goal is to strengthen emergency response capabilities in hard-to-reach areas throughout Peruvian territory.

⚖️ 2. Justification

Peru possesses vast mountainous regions with peaks exceeding 6,000 meters in altitude, where ground rescue operations are complex and high-risk. This commission seeks to establish a coordinated aerial rescue system that allows for:

  • ✈️ Cooperation with the Peruvian Air Force (FAP), the Peruvian National Police (PNP), and the Ministry of Defense.

  • 🤝 Strengthening inter-institutional coordination with COER Áncash, SERNANP, and regional entities.

  • ⏱️ Reducing response times for critical emergencies.


🎯 3. Objectives

General Objective: To strengthen the national mountain emergency response system through the implementation of a specialized aerial component for helicopter rescue.

Specific Objectives:

  • 🚨 Coordinate with competent institutions for the availability of rescue aircraft.

  • 🧭 Train S.A.P. rescuers in SAR (Search and Rescue) aerial operations.

  • 📋 Develop joint protocols between civil, military, and tourism entities.

  • 🌍 Implement international training sessions with certified foreign instructors.


📍 4. Project Scope

The commission will initially operate in the Áncash Region, within the Huascarán National Park, progressively expanding to other high-mountain regions such as Cusco, Arequipa, and Puno, where adventure tourism and high-altitude sports are steadily increasing.


🧩 5. Structure and Operation

  • 👨‍✈️ Aerial Technical Director: Responsible for operational planning and liaison with the FAP and PNP.

  • 🧑‍🚒 Aerial Rescue Team: Composed of mountain guides, specialized rescuers, firefighters, and medical personnel.

  • 📡 Coordination and Logistics Unit: In charge of communication, permit management, and operational support.


🛫 6. Request to the Peruvian State

Within the framework of creating the High-Mountain Helicopter Rescue Commission, the Asociación Socorro Andino Peruano (S.A.P.) submits a formal request to the Peruvian State, specifically to:

  • The National Commission for Disaster Risk Management, and

  • The Ministry of Defense of Peru,

to evaluate the possibility of assigning or managing a helicopter capable of extreme high-altitude flight. This aircraft must be able to perform operations above 6,658 meters above sea level, the altitude corresponding to Nevado Huascarán, the country’s highest peak.

🚁 This type of aircraft, equipped and adapted for high-mountain conditions, will save lives in critical situations, particularly in rescues involving climbers, tourists, and isolated populations in remote areas.

In the medium and long term, this initiative aims for Peru to possess a specialized high-altitude rescue helicopter, operated jointly by state institutions and trained technical personnel from S.A.P., thereby establishing a national model for aerial mountain emergency response.

✅ Reduction of response times for high-mountain emergencies. ✅ Improvement of tourism safety and protection of human life. ✅ Positioning Peru as a leader in Andean rescue operations in South America. ✅ Integration of the country’s first mixed (public-private) aerial rescue system.

The High-Mountain Helicopter Rescue Commission is a proposal for innovation, cooperation, and service to the country, aligned with national objectives for disaster risk management and tourism safety.
